SYBS: What is Level Determination Examination (STS)?
It is a written examination for assessment and evaluation in writing in terms of qualifications and basic achievements.
Who can apply to STS?
If diploma is taken from one of the programs subject to the STS process, the applicant may apply to STS without waiting for decision of STS.
Which institution does STS and when?
The exam is held twice a year in the field of Medical Doctorate, and held once a year in the fields of ”Dentistry” and “Teaching“ by ÖSYM.
Exam is held at least once a year by the universities determined by Council of Higher Education in the fields of Engineering, Physiotherapy and Rehabilitation, Occupational Therapy, Law, Turkish / Turkish Language and Literature and other education and teaching fields required by the Commission.
Examination calendar is determined by Council of Higher Education in December each year and is announced on the Web page.
How many points should be taken to be considered successful from STS?
Raw scores are calculated by subtracting one-quarter of number of wrong answers from total number of correct answers. Minimum points to be taken are as follows:
35 out of 100 for Medical Doctorate,
40 out of 100 for Dentistry,
40 over 100 for "Teaching” in KPSS Educational Sciences exam.
At least 80 points out of 100 from Foreign Language Level Assessment Test (YDS) or equivalent score from exams accepted by Council of Higher Education (For equivalent exams and scores, ÖSYM's current Foreign Language Equivalence Table is taken as basis).
Are there exams that are considered equivalent to STS for "medical doctorate"?
USMLE-Step3, PLAB-Part2, AMC-Clinical Examinations, MCCQE-Part2, Arztliche Prüfungen (3AP, Staats Examen) Examinations in foreign countries and Structured Clinical Examination in Turkey are accepted as equivalent to STS, and candidates who are successful in these exams are considered successful from STS in the field of ”Medical Doctorate”.
What is recognition?
Acceptance by Council of Higher education that an overseas higher education institution and a relevant program of this institution are authorized to give academic degrees. Relevant higher education institution should be recognized by competent authorities in the country where it operates as as an institution authorized to issue a higher education diploma and this institution must be accredited by recognized accreditation or quality assurance organizations.
What is equivalence?
It is the determination of equivalence of associate degree, undergraduate and master's diplomas obtained from overseas higher education institutions and programs to associate degree, Bachelor's and master's degrees awarded by higher education institutions in Turkey in terms of achievements in related education level.
Can graduates of an unrecognized school apply for equivalence?
In order to be able to evaluate the applications for equivalence, higher education institution giving the diploma and the education program should be recognized as an institution authorized by competent authorities of the country in which it is active, and should be accredited by accreditation or quality assurance institutions and should be recognized by Council of Higher Education. Diploma equivalence applications from higher education institutions that do not provide these considerations are rejected.
Where should copies of original documents and translations be made?
Copies and translations of equivalence application documents must be approved by Notaries in Turkey or by foreign representations of Republic of Turkey in the country where the diploma was obtained.

What decisions are taken in equivalence assessment process?
Three different decisions can be made as a result of a equivalence assessment: Equivalence, SYBS, Rejection.
In what cases is Equivalence Certificate issued?
In case equivalent of qualified field and degree of the program in which the application is made is included in Turkish Higher Education System and the qualification is assessed to provide necessary academic and professional achievements, EQUIVALANCE CERTIFICATE is issued.
What is Structured Clinical Examination?
In order to test clinical knowledge and skills by universities determined by Council of Higher Education, it is mainly done in the form of simulation, models and practical applications through patients. Additional written examinations can be made if required by the university. Only the candidates who have been approved for STS can apply for this exam and in order to be successful, 50 out of 100 points must be taken.
SYBS: What is Identification of Scientific Identity?
Within the scope of the STS decision taken during the equivalence process, it is a measurement and evaluation process which includes oral examination (written when necessary) and practical implementation stages and accepted as equivalent to STS.
In which fields and by which institutions does Identification of Scientific Identity is made?
This process is carried out periodically by relevant Universities in the fields of Dentistry, Pharmacy, Nursing, Physiotherapy and Rehabilitation, Occupational Therapy, Veterinary Medicine, Midwifery, Speech and Language Therapy, Nutrition and Dietetics, Audiology, Child Development. Candidates must receive 50 points over 100 in order to be considered successful.
Where and how to do Clinical Practice?
Candidates who have decided to make clinical practices choose three state universities in writing, and according to the opinion of Commission of Equivalence Executive Board, they are placed in one of these choices. Candidates are actively involved in training seminars, outpatient clinics and clinical studies of main branches of clinical practice. In the applications to be made to the patients, the candidates are in the status of a student, they cannot intervene directly to the patient alone, they are involved in diagnosis and treatment services under the accompaniment and supervision of experts in the related department.
How much is the service fee for Recognition and Equivalence process?

Can anyone make Recognition and Equivalence applications on behalf of applicant?
What academic degrees can we apply for equivalence at Council of Higher Education.
Equivalence in Council of Higher Education is performed only for associate degree, undergraduate and graduate degrees. Equivalence of doctoral and higher academic degrees is performed within the Interuniversity board and equivalence of diplomas in secondary education are in the field of Ministry of National Education.

To get undergraduate education in Turkey, should we take equivalence for associate degree from abroad?
It is left to universities that courses of associate degree diploma will be accepted for transfer in the undergraduate program; no equivalence application is required.
What are the documents required for the equivalence application?
Applicant's identity, documents for equivalence of required qualification (diploma, transcript, transfer transcript, diploma supplement, thesis, internship documents, etc.) and approved translations of these documents, as well as safety entry-exit records for equivalence are the basic documents requested. Besides these documents, other documents written in the regulation and, if requested, additional documents should be submitted for equivalence evaluation.
Should document originals be submitted for equivalence application?
In Office of Equivalence of CoHE, it is checked by the officer making the application acceptance and preliminary review whether the document originals, approved copies, and translations are original documents, and whether they correspond with the copies in the system, and they are returned to the applicant on the same day.
What is a Diploma confirmation?
It is the correspondence made with Republic of Turkey Foreign Representatives, foreign and domestic institutions and organizations to obtain information about the quality and quantity of the higher education of the person concerned. Relevant investigation and information requests are made in accordance with the "consent statement" provided by the applicant.
In what cases is Apostille necessary?
Apostille is a document approval system that enables legitimacy of a document to be legally used in another country. This document, valid between member or party states in Hague Conference, can be obtained for documents such as diplomas, transcripts, diploma supplements included in the equivalence application documents.
What is Course Completion Decision?
In the case that diploma program required for equivalence is found to be deficient in the course and achievements to be taken in the same field in our country and academic and/or professional gains are inadequate; it is the decision made by the Equivalence Commission to take the course again taking into account the opinions of BAD or University. Candidates given decision to complete the course choose three state universities in writing, and according to the opinion of Commission of Equivalence Executive Board, they are placed in one of these choices.
SYBS: What does Clinical Practice mean?
Clinical Practice is the whole of the practices carried out under the supervision of the relevant specialist physicians to ensure consistence and adaptation to diagnostic and therapeutic applications in Turkey, also aiming at the completion of clinical practical applications which are incomplete within the scope of SYBS. To ensure achievements of the practices of diploma fields such as "Medical Doctorate, Dentistry, Veterinary, Nursing, Midwifery, Physiotherapy and Rehabilitation, Occupational Therapy, Architecture and Engineering", which allows for the execution of the profession, completion of courses and internships, clinical practice or projects may be required in order to provide the necessary adaptations. Relevant decisions are given within the framework of the vocational fields guidelines.
What does Science Field Advisory (BAD) commission mean?
This commission is a commission composed of specialized faculty members who are working in various universities, in order to get the necessary opinions in various graduation fields during the process of recognition and equivalence applications.
How does the equivalence process of the "pharmacy" field work?
Equivalence applications in the field of pharmacy are examined by Commission on Equivalence in line with the opinion of the University; in case the applicant's level of education is found inadequate in terms of time and achievements, the applicant is included in the scientific examination of a university determined by the Board, provided that he / she completes his / her incomplete courses and internships
Where do I pay service fee for Recognition and Equivalence process?
Due to intensive correspondence, communication and commission costs related to recognition and equivalence procedures, a fee is charged for the applications to be made to our Council as of 30 May 2016. Relevant fee is required to be deposited in the bank account with the information below. Payments to be made by hand are not accepted.

How to apply for equivalence?
The person or his deputy requesting an Equivalence Certificate or Graduation Recognition Certificate must apply online through the e-Government system. On the date of appointment, the documents must be submitted to the CoHE Recognition and Equivalence Department in order to activate the application.
Which institution performs Recognition and Equivalence operations?
Recognition and Equivalence operations are carried out by Department of Recognition and Equivalence Services affiliated to Council of Higher Education, which is a constitutional institution. This public service has started to be given in our organization since 1983.

What is a Graduation Recognition Certificate?
This document states that the holder is a graduate of a recognized higher education institution and program, and the equivalence of degree (pre-bachelor-master degree) in Turkey. However, it does not feature a Diploma Equivalence Certificate.
Where should I apply for recognition and equivalence?
Application of Institution/School Recognition documents can be made via e-government. Applications made via e-government are exempt from the fee. In addition, applications to Council of Higher Education are accepted in person or by post, and a service fee is charged for these applications.
After application of Diploma Equivalence Certificate is made through the e-Government gateway, originals of documents should be presented to the Department of Recognition and Equivalence of Council of Higher Education in Ankara on the appointment date given.
What is an Institution/School Recognition Certificate?
It is a document that indicates whether a higher education institution is recognized by the Higher Education Council but does not qualify as a Diploma Equivalence Certificate.
Is there a different application for nationals of countries with war, annexation and occupation?
Applicants who are not able to present original documents or part of the documents during the application, due to the presence of war, occupation or annexed conditions in the country of education, or applicants who are not eligible for diploma confirmations, shall be included in the process of equivalence in accordance with the regulations made by Board Decision, in the event that they are limited to the period of war or disaster, and that no confirmation correspondence can be received.
In what cases is Equivalence Certificate rejected?
If diploma is taken from a higher education institution which is not recognized by Council of Higher Education, if it is taken from programs other than distance education or if it is taken from programs graduated without fulfilling the requirements of formal education, if it is taken from programs with Turkish language (except for bilateral / multiple agreements), if equivalent of it is not found in the Turkish Higher Education System in terms of education program, field and degree and In case the education does not provide the necessary academic and professional achievements in terms of qualification, the application is REJECTED.
Can a diploma rejected for equivalence application be used in Turkey?
Approved or Rejected equivalence decision given by Council of Higher Education is an official / legally binding decision. Therefore, a diploma that does not have an equivalence certificate does not have an academic value; this means that it does not provide proficiency in the professional sense (provided that the arrangements made by the Vocational Chambers are also considered) and neither academically nor professionally cannot be used in Turkey.
Is it possible to apply again for a diploma that was previously rejected?
By presenting new information and documents, the Diploma holder can appeal the old decision and apply for equivalence again. However, in case of rejection decision again, he/she has right to seek a judicial review.
Do the graduates of the TRNC universities need to apply for equivalence?
Graduates of Turkish nationalities who are placed by ÖSYM in universities in TRNC do not need to apply for equivalence. Their diplomas are valid in Turkey. However, foreign nationals who graduated from TRNC, TRNC citizens and Turkish citizens who graduated from Master's and Special Talent Programmes must apply for equivalence. Those wishing to use TRNC Diploma in a foreign country can use their diplomas abroad by obtaining "Institution/School Recognition Certificate" from our board and making "Apostille”.
How to obtain a School Recognition Certificate?
Interested persons who wish to obtain a School Recognition Certificate for recognition of higher education institutions in TRNC, USA and Netherlands should apply to Directorate of Recognition and Equivalence Services of Council of Higher Education by hand or by mail by filling the petition at http://www.yok.gov.tr/web/denklikbirimi and depositing the service fee.
"School Recognition Certificate", which is requested for higher education institutions located in countries outside TRNC, USA and Netherlands, can be made via E-government Gateway without any service fees

What are duties and responsibilities of Council of Higher Education (CoHE) ?
Council of Higher Education (YÖK), was established by law numbered 2547 on 06th November 1981. With this law, academic, institutional and administrative restructuring process in higher education started.

What is 100/2000 CoHE PhD SCHOLARSHIP PROGRAM?
Within the scope of the program aiming to increase qualified manpower, in order to to meet the need for human resources of the Ph.D in primary fields set by CoHe that provides scholarships to students who are or will be studying in doctoral programs in state universities.
Within the scope of this program, it is aimed to support the students who are studying or who will study in doctoral programs of state universities in 100 high priority thematic areas which are determined by CoHE periodically.

What is Farabi Exchange Program?
It is a program that includes exchange of students and faculty members among higher education institutions in the country. With Farabi Exchange Program, students find the opportunity to study at a different higher education institution for one or two semesters. Students who participate in the program are granted gratuitous scholarship by CoHE.

What is TURQUAS project?
Implementation and sustainability of European Higher Education Area Reforms in Turkish Higher Education System project (TURQUAS) is funded by European Union within the scope of Erasmus + projects and is carried out by Council of Higher Education. How is Turkish Proficiency Exam (TYS) applied?
Turkish Proficiency Exam consists of "Reading, Listening, Writing and Speaking" sections.
40 Multiple choice and correct-wrong questions are found in the Reading section and these should be answered in 60 minutes;
30 Multiple choice and right-wrong questions are found in the listening section and these should be answered in 45 minutes;
In Writing Section there are 2 questions. First question should be answered in 20 minutes, Second Question should be answered in 40 minutes.
1 question in Independent speaking section should be answered in 5 minutes; 7 questions in Conversation Section, should be answered in 10 minutes.
How many points will it take to qualify for a Turkish Proficiency Certificate?
Turkish proficiency exam is evaluated over a total of 100 points which includes; Reading 25, listening 25, writing 25, speaking 25. On condition that at least 50% (12.5 points) of each skill area will be achieved in the exam; candidates who get a score between 55-70 in total are given B2, who get score between 71-88 are given C1, who get a score between 89-100 are given C2 Proficiency Certificate.
How many times a year does Turkish Proficiency Exam performed?
Turkish Proficiency Exam is conducted periodically 3 times a year . TYS Results are announced within 15 days after the date of the exam. Examination result documents which are valid for 2 (two) years, are delivered to shipping on the day of announcement. Depending on your country, shipping time may vary.
I lost my Turkish Proficiency Certificate. What should I do?
A candidate who loses Turkish Proficiency Certificate may submit a petition containing his/her request for a new document to the center where he / she has entered the exam and may request a new one-off document provided that he / she pays 20% of the examination fee.
What should I take with me when entering the Turkish Proficiency Exam?
You must have your exam entry certificate with your ID or passport on the day of the exam. You can have water with you in transparent bottle. It is not allowed to enter the exam hall with watch, mobile phone, pager, calculator, bag etc! There is a wall clock in each examination room so that the candidates can check time and duration.

The duration of the Turkish Proficiency Exam is 180 minutes. Reading section is 60 minutes, Listening Section is 45 minutes, Writing Section is 45 minutes, Independent Speaking section is 5 minutes and Conversation section is 10 minutes.
Turkish Proficiency Exam consists of a total of 80 questions, including reading-40, listening-30, writing-2, independent-speaking-1, speaking-7 questions.
Which universities have programs in Turkish and/or other languages opened for Syrian and Palestinian students?
There are such programs in Çukurova, Gaziantep, Kahramanmaras Sütçü Imam, Kilis 7 Aralık, Harran, Mersin, Mustafa Kemal, Osmaniye Korkut Ata and Turkish German Universities.
What are the programs in Turkish and/or other languages opened for Syrian and Palestinian students?
It is a right to open programs in Turkish and / or other languages recognized by Council of Higher Education entitled to universities, determined by the Council of Higher Education in order to benefit Syrian and Palestinian nationals. These programmes are paid programmes and detailed information can be obtained from respective university rectorate.
How is the application process for programs in Turkish and/or other languages opened for Syrian and Palestinian students?
For those who apply for lateral transfer from Syrian and Palestinian students to intermediate classes, and those who cannot submit required documents, these universities can make proficiency exam and accept the students according to exam result. For those who have graduated from secondary education but can not present their documents, qualification certificate for the high school graduation given by Ministry of National Education is accepted.
How can people under International Protection and Temporary Protection apply for University Education in Turkey?,
